Quality Assurance Specialist

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Camp Arifjan, Kuwait. This is an unaccompanied position with an initial overseas tour of 12 months with possible extensions for a total of 5 years. Major duties: Serves as the battalion Quality Assurance Specialist and as technical authority, responsible for overseeing all support service contract management, associated resource management program and issues. Initiates, plans, develops, implements, provides Technical Monitor (TM) training and executes internal plans, policies and procedures necessary to accomplish effective quality assurance of assigned contracts. Responsible for development, implementation, and execution of internal plans, policies and procedures necessary to accomplish effective and unbiased quality assurance surveillance of assigned contracts. Participates in writing/revising of Performance Work Statement, Performance Requirement Summary, Quality Assurance Surveillance Plans, Sole Source Justification, Independent Cost Estimate, Service Contract Approval, and conduct Market Research. Advise, assist, and provide guidance concerning maintenance and quality assurance implementation procedures and schedules, existing problems and their resolution, as well as forthcoming developments and requirements.
