Contract Specialist NF-04

This position serves as the Contract Specialist for Stars and Stripes Central, and is located in Washington, DC. Incentives and Bonuses Incentives will not be paid. Major duties: Develops and promulgates local SOP for the contracting and procurement functions. May serve as the contracting officer, soliciting, awarding and administering all NAF contrats Performs all aspects of the contracting transaction from initiation to recommendation of award for the procurement of supplies and services. Develops contracting strategy, determines completeness of purchase descriptions, researches alternatives available, compiles bidders' lists, issues solicitation documents and performs a detailed analysis of offers and bids. Prepares final contracts. Negotiates terms and conditions. Clarifies bids and offers. When necessary initiates termination action. Provides technical guidance and assistance to contracting offices and other concerned with NAF contracting practices and policy Performs contract administration. Reviews/reconstructs procurement actions worked by subordinate staff. Coordinates actions with requesting activities.
