Description

This position is located in the Architect of the Capitol, Office of the Chief Engineer. The Project Scheduler serves as an in‐house, GC‐level scheduler responsible for developing, maintaining, and governing an Integrated Master Schedule across multiple, concurrent construction projects across the Capitol campus. Major duties: The Scheduler ensures defensible CPM schedules—fully cost/resource‐loaded, field‐validated, and contract‐compliant—and provides clear reporting and recovery guidance to project managers, construction managers, engineers, and leadership. The individual selected for this position will perform the following: Construction Project Scheduling, Oversight and/or Coordination Coordinates and integrates the development, maintenance, oversight, and reporting of Critical Path Method (CPM) schedules for multi‐phase construction projects. Develops baseline schedules from scratch using Primavera P6 or Microsoft Project, including full cost‐loading, resource‐loading, procurement sequencing, and phasing. Performs monthly schedule updates: validates field progress, statuses actual starts/finishes, corrects logic issues, analyzes float and critical path movement, and ensures schedule accuracy. Creates schedule reports, narratives, look‐ahead schedules, progress metrics, and variance analyses for project managers, construction managers, engineers, and leadership. Coordinates scheduling needs and updates with PMs, CMs, engineers, field personnel, and contractors to maintain alignment across all project phases. Performs risk mitigation by identifying schedule risks and recommending corrective actions or alternative sequencing. Evaluates and optimizes resources through resource‐loading and leveling to support efficient execution across multiple project activities. Multi‐Phase Projects Analyzes scheduling requirements for multi‐phase capital projects occurring within historic and actively occupied facilities. Develops and maintains an Integrated Master Schedule (IMS) or Master Scheduling Program that consolidates milestones, dependencies, and cross‐project constraints. Coordinates with project managers and engineers to ensure multi‐phase sequencing reflects operational restrictions, access limitations, safety requirements, and historic preservation constraints. Reviews contractor schedules for feasibility, multi‐phase logic integrity, compliance with sequencing constraints, and suitability for integration into the master schedule. Technical Construction Schedule Advice and Guidance Provides technical scheduling expertise and guidance to project managers, construction managers, engineers, and contractor organizations. Advises project teams on schedule feasibility, constructability, phasing, resource planning, and coordination in sensitive or constrained environments. Performs Time Impact Analyses (TIA) to evaluate delays, changes, and claims; reviews contractor-submitted TIAs for accuracy, logic quality, and compliance with requirements. Identifies schedule risks and recommends recovery strategies such as resequencing, alternate work windows, resource adjustments, and acceleration options. Develops schedule standards, calendars, activity coding structures, and reporting formats to ensure consistency across project schedules. Maintains schedule data for forensic analysis, documentation integrity, reporting needs, and future reference. Contractor Oversight Reviews and evaluates contractor schedule submissions for compliance, accuracy, and feasibility. Verifies CPM schedules submitted by contractors for correct logic, cost/resource loading, proper sequencing, and adherence to project requirements. Coordinates with contractors to resolve schedule discrepancies, logic issues, sequencing conflicts, or resource concerns. Reviews cost‐loaded schedule updates to validate invoice support, progress representation, and earned‐value accuracy. Ensures contractor schedule updates accurately reflect actual field progress and required corrective actions. Supports project managers and construction managers in evaluating contractor schedule performance and identifying risks or delays. Requirements: To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.
